Can an individual claim a deduction for donating a horse to a 4-H club?

Can an individual donate a horse to a child to be used in 4-H shows and take a deduction for the donation?

Well, Pam, your heart is in the right place, but the donation isn't. You can't take a donation deduction unless you are making a contribution to a qualified charity. If you gave this child the horse, it would be a gift.

Unless there has been a contrary development, the 4-H club is a qualified charity, and you may be able to donate the horse to them if they accept those types of donations.
