No. Unfortunately, while expenses related to a failed adoption of a U.S. citizen or resident child can qualify for the adoption credit, expenses related to a foreign child cannot. The law specifically says that qualified adoption expenses related to a foreign child are not taken into account unless the adoption becomes final.
